general, I am sure that it is a different kind of offset printing technology and it must have a name or term for it. Stochastic screening or FM screening.

Yes, that could be stochastic screening. Very sophisticated press and paper combination...probably a waterless process as well. It could also be Random Dot screening or Variable dot screening.
